Bills I’ve Passed

Below is a list of the bills that I’ve passed since I’ve been on the City Council. It’s not a list of all of the legislation that I’ve introduced. It doesn’t include any of my resolutions, calling on the Maryland General Assembly or the US Congress to address issues which the City Council can’t, nor does it include any of the investigative or informational or legislative oversight hearings that the City Council has held at my request. These are just the bills that the City Council passed and which are now law.
15-0590 Demolition, etc., of City Structures
FOR the purpose of prohibiting the demolition or reconstruction of certain City-owned structures unless expressly authorized by an ordinance of the Mayor and City Council; defining certain terms; and requiring that, on introduction of a proposed authorizing ordinance, the bill be referred to certain agencies for their reports and recommendations.
15-0557 Foreclosure Prevention – Partnerships with Nonprofits and Financial Institutions
FOR the purpose of supporting the effort to get delinquent mortgages into the hands of nonprofits for the purpose of saving homes from foreclosure and creating affordable housing; and committing the City of Baltimore to meet with financial entities with the goal of encouraging them to sell more delinquent mortgages to qualified non-profits that have the funding and infrastructure to purchase, service, and hold the mortgages, and a track record doing so.
14-0447 Baltimore City Landmark List: Public Interiors – City Hall Rotunda
FOR the purpose of designating the City Hall Rotunda, 100 North Holliday Street, as a historical landmark: public interior.
14-0441 Non-Owner-Occupied Dwellings, Rooming Houses, and Vacant Structures – City Council Access to Registration Statements
FOR the purpose of making registration statements for non-owner-occupied dwellings, rooming houses, and vacant structures available to certain city councilmembers; and generally relating to the registration of non-owner-occupied dwellings, rooming houses, and vacant structures.
14-0396 City Property – Renaming Leith Walk Recreation Center to the Kenneth N. Harris Sr. Community Center
FOR the purpose of changing the name of Leith Walk Recreation Center, located at 1235 Sherwood Avenue, to the Kenneth N. Harris Sr. Community Center.
14-0373 Urban Renewal – York-Woodbourne Business Area – Amendment
FOR the purpose of amending the Urban Renewal Plan for York-Woodbourne Business Area to reauthorize the acquisition of properties within the Project Area; waiving certain content and procedural requirements; making the provisions of this Ordinance severable; providing for the application of this Ordinance in conjunction with certain other ordinances; and providing for a special effective date.
14-0335 Newly Constructed Dwellings – Property Tax Credit – Reauthorization
FOR the purpose of reauthorizing and extending for a certain period the property tax credit for newly constructed dwellings; and generally relating to a property tax credit for newly constructed dwellings.
14-0326 Planned Unit Development – Amendment 5 – York Road and Belvedere Avenue (Belvedere Square)
FOR the purpose of approving certain amendments to the Development Plan of the York Road and Belvedere Avenue (Belvedere Square) Planned Unit Development.
13-0293 Unsafe Vacant Structure
FOR the purpose of modifying the criteria for determining that a structure is a “vacant structure” or is in noncompliance with a notice or order issued by the Building Official; requiring that all windows, doors, and other openings of a vacant structure, at any level, be boarded; and generally relating to the definition and required safeguarding of vacant structures.
13-0237 Automated Purchasing Machines
FOR the purpose of prohibiting the use of automated purchasing machines for the purchase of personal property; defining certain terms; establishing certain exceptions; imposing certain penalties; and generally relating to purchasing or offering to purchase personal property by means of an automated purchasing machine.
13-0226 Signs on or Affecting Public Property – Civil Penalties
FOR the purpose of increasing the civil penalties for posting signs on or affecting public property; correcting and clarifying references to the relevant statute; and generally relating to penalties applicable to certain offenses being enforced by Environmental Citations or Civil Citations.
12-0096 Zoning – Conditional Use Second-hand Store – 5702 Bellona Avenue
FOR the purpose of permitting, subject to certain conditions, the establishment, maintenance, and operation of a second-hand store on the property known as 5702 Bellona Avenue, as outlined in red on the accompanying plat.
12-0014 Zoning – Conditional Use Second-hand Store – 5307 York Road
FOR the purpose of permitting, subject to certain conditions, the establishment, maintenance, and operation of a second-hand store on the property known as 5307 York Road, as outlined in red on the accompanying plat.
11-0004 Late-Night Commercial Operations – Licensing
FOR the purpose of requiring certain late-night commercial operations to be licensed; defining certain terms; imposing certain penalties; providing for a special effective date; and generally relating to the licensing and regulation of late-night commercial operations.
11-0715 Towing Service – Trespass Towing
FOR the purpose of modifying the composition of the Board of Licenses for Towing Services; authorizing the Board to deny, suspend, revoke, or refuse to renew a license on receipt, within a certain period, of a certain number of valid complaints of unfair or improper business practices; and correcting, clarifying, and conforming related language.
11-0699 Zoning – Planned Unit Developments – Variances
FOR the purpose of authorizing the Mayor and City Council to grant variances as part of an ordinance authorizing or amending a conditional use or authorizing or amending a Planned Unit Development; and generally relating to zoning variances, conditional uses, and Planned Unit Developments.
10-0633 Urban Renewal – York-Woodbourne Business Area – Amendment

10-0500 Zoning Legislation – Amendments
FOR the purpose of excepting from the requirement for rehearing an amended zoning legislation if the amendment consists only of a change in punctuation, grammar, or spelling or otherwise does not in any way alter the substance of the ordinance; providing for a special effective date; and generally relating to legislative authorizations and amendments.
09-0345 Public Safety Conservation Areas – Reconstitution
FOR the purpose of merging the Public Safety Conservation Area Advisory Board and the Baltimore Urban Lighting Board (BULB) into a new, reconstituted board; reviving the Public Safety Conservation Area Program; correcting, clarifying, and conforming related provisions; and generally relating to promoting a crime-free environment in neighborhoods.
08-0203 Retail Business Districts – Sanitation and Public Safety
FOR the purpose of including sanitation and public safety activities to the management services that may be provided by a Business Association within a Retail Business District; correcting, clarifying, and conforming related language; and generally related to the purposes and operations of Retail Business Districts.
08-0135 Planned Unit Development – Amendment 4 – York Road and Belvedere Avenue (Belvedere Square)
FOR the purpose of approving certain amendments to the Development Plan of the York Road and Belvedere Avenue (Belvedere Square) Planned Unit Development.
08-0118 Confiscated Assets for Neighborhoods
FOR the purpose of establishing a grant program to fund community-based safety initiatives; providing for the funding of the program and the allocation of those funds; directing the Mayor’s Office of Criminal Justice to administer the program and to adopt rules and regulation further defining program elements; providing for a special effective date; and generally relating to the Confiscated Assets for Neighborhoods Grant Program.
08-0064 Scrap Metal Processors – Second-Hand Property Dealers – Reporting Requirements
FOR the purpose of expressly including used motor vehicle parts among the items to be reported to the Police Commissioner and held by scrap metal processors, second-hand property dealers, and others; modifying certain definitions; and generally relating to the regulation of scrap metal processors, second-hand property dealers, and others.
